Submissions

1.   What You Need to Know

CIBA monitors legislative and regulatory changes that affect how accountants work, including tax, governance, and compliance requirements. When proposed rules may increase costs, risk, or administrative burden, CIBA analyses them from a practical, economic perspective and makes formal submissions to regulators and policymakers. Submissions take two forms:

  • Advocacy: When CIBA takes the initiative to propose a change, repeal a rule, or request clarity.

  • Submissions: When CIBA answers a public call for comment from SARS, Treasury, IFAC, or other bodies.

Every submission undergoes a CIBA policy alignment test:

  • Does it reduce compliance burdens or improve accountability?

  • Does it promote SME growth or enable economic participation?

  • Is it affordable, implementable, and locally relevant?

 2.   Why It Matters to You

A badly written regulation today becomes tomorrow’s compliance headache. before that happens.

Regulation directly affects your fees, risk exposure, and time. When policy is shaped without input from accountants, the result is often higher compliance costs and rules that don’t work in practice. Submissions are how CIBA intervenes and pushes for:

  • Clear, enforceable rules that don’t require guesswork

  • Proportional compliance for SMEs and sole practitioners

  • Policies that respect South Africa’s stage of development and economic goals.

By responding formally to draft policies, CIBA ensures your voice is heard where it counts, in boardrooms and government buildings where rules get written. CIBA’s advocacy protects your interests by challenging unnecessary regulation, promoting right-sized standards, and ensuring accountants are recognised as trusted advisors who support growth and accountability, not just compliance.
